TO:                  Superintendents of Public Schools and Charter School Principals

FROM:             Ira Schwartz, Assistant Commissioner

SUBJECT:       2010–11 Prospective Accountability Status of Schools

Reports that show the potential 2010–11 phase by measure and overall phase for each school in your district or for your charter school based on whether the school makes Adequate Yearly Progress (AYP) in 2009–10 on the measure are currently available on the NYSED business portal at AYP by measure can be determined using the 2009–10 Elementary/Middle-Level and High School Accountability Verification Reports available on Directions for determining AYP using these reports are provided in “Using Verification Reports to Calculate Accountability Participation and Performance,” which is available at Further information on determining AYP is available in the Student Information Repository System Manual at

All schools receiving Title I funds and designated as Improvement, Corrective Action, or Restructuring in 2010–11 must make Supplemental Educational Services (SES) available to eligible students immediately upon identification. All schools receiving Title I funds and identified as in Improvement (Year 2), Corrective Action, or Restructuring in 2010–11 must also offer Public School Choice. Schools are identified in the reports as needing to offer SES and Choice based on their prospective Title I status for 2010–11.

More information on the Differentiated Accountability program, a more detailed explanation of how schools are assigned to phases and categories, and a chart that summarizes the supports and interventions for identified schools are available at

If you have not already done so, please create accounts in the portal for the member(s) of your data team who will retrieve status determinations for your school/district.  More information on setting up an account for the portal can be found at  User IDs and passwords necessary for access to the portal are managed by the SED Delegated Account System (SEDDAS).  Information regarding SEDDAS can be found at or by calling the SEDDAS help desk at (518) 473-8832.
