Application Released: 2014-15 Title I Reward School Dissemination Grants

NYSED has announced a new Title I School Improvement Section 1003(a) grant opportunity for Local Education Agencies (LEAs) with one or more eligible Title I Reward Schools. Only Title I Districts with Title I Schools identified as Reward Schools for student performance in both the 2010-11 and 2011-12 school years are eligible to apply for this grant. Title I Districts must have submitted the 2013-14 Title I Supplement designating the Title I status for all schools. Non-Title I Reward Schools and Charter Schools are not eligible for this grant.

The purposes of the Title I School Improvement Reward School Dissemination Grants are to support for Reward Schools to disseminate best practices, mentor low performing schools, and refine and enhance the Reward School’s own best practices.

Feedback from the February 2014 the Diagnostic Tool for School and District Effectiveness (DTSDE) Training

The Office of Accountability is herein expressing its appreciation to all participants and presenters that attended the third Diagnostic Tool for School and District Effectiveness (DTSDE) Institute and Professional Learning Community (PLC) training sessions on February 27-28, 2014. The training session was held in Newburgh, New York for DTSDE Certification candidates.

In addition, the Office of Accountability and the Office of Higher Education partnered during the DTSDE and PLC sessions to organize a modified "job-fair" opportunity for students in the Clinically-rich Teacher Program to "meet and greet" district and school leaders. The students were also able to distribute copies of their resumes.

The next DTSDE, PLC and Certification training sessions will be held on May 8-9, 2014 at the Empire State Plaza Convention Center in Albany, NY.

Second Update to the Double Testing Field Memo

On March 5, 2014 the memo from Ira Schwartz regarding additional updates on SED's request to eliminate double testing in mathematics for certain grade 7 and 8 students was posted at: http://www.p12.nysed.gov/accountability/memos.html

The first updated version of the memo sent to the field on February 21, 2014 included changes which were highlighted in yellow. Additional updates made after this date are highlighted in green.

The Deadline for the Registration of Public Schools has Passed

The deadline for submitting School Registration documents was March 3, 2014. School districts planning to: open a new public school, close an existing public school, modify the grade organization of an existing public school, or change the location of a school for the 2014-15 school year were required to submit the appropriate forms to the Department. If your district intends to take any of the above mentioned actions and has missed the deadline, please contact the Department immediately via e-mail at: ACCOUNTINFO@mail.nysed.gov.

In addition to the submission of forms, regulations also require districts to submit a copy of the Board of Education resolution stating all changes that have been requested for each school in the district.

After the district submission is received, the Commissioner will review the submissions before recommending approval to the Board of Regents. The district must satisfactorily demonstrate that the school will be operated in an educationally sound manner; is in compliance with applicable statutes, rules and regulations relating to public schools; and will operate in accordance with applicable building codes and pursuant to a certificate of occupancy.

Additional Guidance on Contracting with Educational Partnership Organizations (EPO) for Districts that have Priority Schools

Under Education Law 211-e, districts with schools that have been identified as Priority under New York State’s approved ESEA Flexibility Waiver have the ability to contract with Educational Partnership Organizations to turnaround the identified school(s). The Office of Accountability has issued additional guidance to ensure that districts enter into contract with EPOs that have the necessary capacity, skill, and experience to turnaround Priority Schools. The additional features that EPOs must demonstrate in order for the Commissioner to approve the contract between the EPO and the district can be found at:
