Metrics - APPR Guidance & Task by Task Guidance

The Office of Accountability - Metrics Unit, has released two resources to support school districts and BOCES with the APPR process: an updated APPR Guidance document and new Task-by-Task Guidance documents.

The updated APPR Guidance document provides an in-depth overview of commonly asked questions from the field. The new Task-by-Task Guidance documents are specifically tailored and organized for assisting the field with completing the Review Room process. For more details please see:

Office of Bilingual Education

Effective February 1, 2014, the New York State Identification Test for English Language Learners (NYSITELL) will replace the Language Assessment Battery-Revised (LAB-R) for the statewide identification of English Language Learners. More information can be found at:

NYSED is reissuing this Field Memo in preparation of local education agencies (LEAs) completing the Consolidated Application for the 2013-14 school year and the required set-aside (reserve) for McKinney-Vento eligible students in homeless situations. 2013-14 District Comprehensive Improvement Plan (DCIP) and School Comprehensive Education Plan (SCEP)

Consistent with the USDE approved ESEA Flexibility Waiver, all Focus Districts are required to develop a District Comprehensive Improvement Plan (DCIP) that details how the district plans to improve instruction and address the identified needs of Focus, Priority, and Local Assistance Plan (LAP) Schools. Additionally, all Focus Schools and Priority Schools not implementing one of the four SIG intervention models are required to develop a School Comprehensive Education Plan (SCEP). 2013-2016 McKinney-Vento Grant Program Allocations

The McKinney-Vento Grant allocation for 2013 - 2016 is providing funding for 53 LEAs in order to support eligible activities under the federal McKinney-Vento Education of Homeless Children and Youth Act.

DTSDE District-Led Reviews – FOR FOCUS DISTRICTS ONLY

As part of the approved NCLB Waiver and the School Improvement Section 1003(a) Grant Application, Focus Districts and Priority and Focus Schools participate in one of the following types of school reviews:

    • On-site reviews led by an Integrated Intervention Team (IIT);
    • District-led review; or
    • School Review with District Oversight.
