Serving Preschool Children Through Title I, Part A of the ESEA Act of 1965, as Amended - Non Regulatory Guidance

On April 16, 2012 the USDE issued non-regulatory guidance regarding the allowable uses of Title I, Part A funds to support pre-school programs. In a Q&A format the non-regulatory guidance provides general information that is helpful in defining a Title I preschool program, how Title I funds may be used to support such programs, eligibility requirements, teacher and paraprofessional qualifications, use of funds, and parental involvement and family engagement, among other topics.

In addition, for those districts and public charter schools that are identified as Focus for the 2012-13 school year, costs associated with operating a preschool program for eligible children consistent with Title I requirements may be used to meet the set-aside requirements for a Focus District of Focus Charter School.

The non-regulatory document is available at the USDE website at: http://www2.ed.gov/policy/elsec/guid/preschoolguidance2012.pdf
