The Consolidated Application Update process is designed to reflect requirements identified in the Elementary and Secondary Education Act (ESEA) and the ESEA Flexibility waiver that was approved in May 2012. These requirements will assist Local Educational Agencies (LEAs) and Charter School LEAs to implement programs to meet the instructional needs of all students. All LEAs/Charter School LEAs are required to submit a 2012-13 Consolidated Application Update along with an FS-10 for each program for which funds are requested. The 2012-13 Consolidated Application Update includes the following funded programs:
- Title I, Part A – Basic Program and Title I, Part D – Neglected, Delinquent or At-Risk
- Title II, Part A – Teacher and Principal Training and Recruiting
- Title III, Part A – Language Instruction for Limited English Proficient and Immigrant Students
- Title VI, Part B, Subpart 2 – Rural Education Initiative, Rural and Low Income School Program (REAP)
For 2012-13 the Consolidated Application has been structured
as a base application with addendums:
Base Application: All LEAs applying for these funds (Districts
in Good Standing, Focus Districts and Focus Charter Schools) must complete
the base application. New Charter School LEAs applying for the first time
must complete all sections of the base Consolidated Application Update.
New Charter School LEAs do not need to complete the addendums.
Accountability Addendum: LEAs that were identified as Focus LEAs
or Focus Charter Schools (July 2012) are required to complete the Accountability
Addendum which includes the LEA and school improvement requirements from
the ESEA Flexibility waiver. Focus Charter Schools only complete two sections
of the Accountability Addendum. Focus Districts complete all but the Charter
School page of the Accountability Addendum.
REAP Addendum: LEAs that are eligible for Title
VI REAP may need to complete documents in the REAP Addendum depending
on the REAP option that is chosen. The REAP Addendum is linked
in the REAP section of the base Consolidated Application Update.
