NYS Mathematics Science Partnerships (MSP) Statewide Program Evaluation

  1. In the past 2 years, has NYSED purchased services from an out of state vendor for evaluation services similar to this RFP?

    A: Yes.

  2. Does the MSP evaluation assume aggregate reporting can be done from inputs in the online database that each of the 20 participants must provide?

    A: As stated in the RFP, the statewide evaluator will use accepted industry standards for program evaluation.

  3. Does each of the 20 projects have an internal/external evaluator separate from this RFP?

    A: Yes. Each MSP funded project will have an independent evaluator.

  4. Are there standard indicators for progress pre-determined by NYSED (other than or different from those each project identified)?

    A: MSP grant project evaluations are required to report on specific indicators as listed in the grant application at http://www.p12.nysed.gov/funding/2010-13_MSP/home.html.

  5. Is the technical assistance, formative counsel provided only to state evaluation staff and NOT each project?

    A: The Statewide evaluator will be responsible for providing technical assistance to the Department and each project.

  6. When are annual reports due to NYSED for the NYS Mathematics and Science partnerships statewide program evaluation? The RFP has contradictory dates of November 15, 2011, 2012, and 2013 (page 4 of proposal) versus June 30, 2011, July 31, 2012, July 31, 2013, and thirty-days after the end of the contract (contract end date 12/31/13) (page 5)

    A: For clarification, the program evaluator will: 1.) prepare a comprehensive annual report for the NYSED by November 15, 2011, 2012, and 2013 as indicated under #4 of the “Worked to be Performed” subsection. 2.) Submit four quarterly progress reports on individual MSP funded projects each year as listed in the “Payment and Reporting” section of the RFP. The first quarterly progress report is due on September 30, 2010. After that, quarterly progress reports will be due December 30, 2010, March 30, 2011, and June 30, 2011 for Year 1. For the remaining contract years, four quarterly reports are due September 30, December 30, March 30, June 30, each year. 3.) Submit an annual Status Report summarizing the four quarterly reports. This annual status report is due the last day of July of each contract year.

  7. How many copies of the TECHNICAL REPORT must be submitted? The RFP has contradictory information of SIX copies (page 1) versus FOUR copies (page 7)

    A: Six (6) copies of the technical proposal must be submitted.
