Response to Intervention Personnel Development Project
The New York State Education Department (NYSED) P-12 Office of Special Education is seeking proposals to establish four (4) contractor teams to provide field-based professional development for a Response to Intervention Personnel Development Project. The contracts developed as a result of this RFP will support four (4) Regional Professional Development Teams of two (2) professionals per team. Four (4) separate contracts will be awarded for this project, each of which will serve a prescribed region of the State as indicated on the map of RtI Professional Development Areas. (See page 4.) Qualified bidders may bid on one (1) of the designated regions of the State and must be located within that geographic area.
Eligible applicants include boards of cooperative educational services (BOCES), institutions of higher education (IHE) with undergraduate and graduate programs in teacher preparation, and not-for-profit and for-profit organizations. NYSED is seeking bidders with extensive knowledge of response to intervention in literacy and experience in delivering professional development to school staff.
Subcontracting will be limited to thirty percent (30%) of the annual contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel. Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below.
NYSED will award four (4) contract(s) pursuant to this RFP. The anticipated contract period is December 1, 2012 through November 30, 2017.
Cost proposals for this RFP cannot exceed an annual cost of $300,000 for the two upstate regions and $335,000 for the New York City (NYC) and Long Island/Westchester regions. The Evaluation Criteria assigns 30% of the proposal score to financial criteria, so bidders are encouraged to submit a cost-effective budget.
