Consultant Support for the Implementation of the New York State Education Department’s Charter Schools Program (CSP) Grant for 2011-2016

The New York State Education Department (NYSED) Charter School Office is seeking proposals for the performance oversight of charter schools and charter school applicants. The Department’s charter school authorizing function is conducted in accordance with national best practice standards, which require an external evaluation component. The Department is seeking a vendor that can provide evaluation support for initial charter school applications, charter school evaluation site visits, and protocol development and professional development support for the Department’s charter authorizing work.

The eligible applicants are Educational program evaluation organizations or consulting firms, institutions of higher education, and other companies, groups, organizations, or individuals that have a prior history of successful school review and evaluation work, particularly with charter schools.

Subcontracting will be limited to thirty percent (30%) of the annual contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel. Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below.

NYSED will award one contract pursuant to this RFP. The contract(s) resulting from this RFP will be for a term anticipated to begin January 1, 2013 and to end June 30, 2016, with two one-year renewal options.
