Collection and Analysis of Post-School Outcome Data for Students with Disabilities

The New York State Education Department (NYSED) is seeking proposals for the collection and analysis of post-school data for students with disabilities as required by the New York State Performance Plan (SPP). The purpose of this contract is to collect and analyze data for NYSED to meet its federal reporting requirements for SPP Indicator 14. Indicator 14 requires all school districts to report the percent of youth with disabilities, who had individualized education programs (IEPs), are no longer attending secondary school and who have been competitively employed, or enrolled in some type of postsecondary school, or both, within one year of leaving high school.
The eligible applicants are private and public institutions of higher education (IHEs) and not-for-profit and for-profit organizations that have a minimum of three years experience in the development and distribution of data collection instruments and the analysis and reporting of results.
Subcontracting will be limited to thirty percent (30%) of the annual contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel. Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below.
NYSED will award one (1) contract pursuant to this RFP. The contract resulting from this RFP will be for a term anticipated to begin January 1, 2014 and ending December 31, 2018. Cost proposals for this RFP cannot exceed $250,000 for year 1, with up to a three (3) percent annual increase thereafter. Please be aware that the Evaluation Criteria assign a significant portion of the proposal score to financial criteria (30 percent), so bidders are encouraged to submit budgets that are cost-effective.
