P-12: Office of Special Education University Personnel Preparation Program Enrollment and Capacity Survey

The New York State Education Department (NYSED) P-12: Office of Special Education is seeking proposals for the distribution, collection, verification, analysis and reporting of results of an annual survey completed by university personnel preparation programs that lead to certification or licensure in special education and related services in New York State (NYS).
Eligible applicants are private and public institutions of higher education (IHEs) and not-for-profit and for-profit organizations that have a minimum of three years experience in the development and distribution of data collection instruments and the analysis and reporting of results.
Subcontracting is limited to 30% of the annual contract budget. NYSED reserves the right to approve all subcontractors. Subcontracting is defined as non-employee, direct, personal services and related incidental expenses, including travel. Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below.
NYSED will award one (1) contract with a term of five (5) years, anticipated to begin on July 1, 2013 and end on June 30, 2018.
Cost proposals for this RFP cannot exceed $160,000 in any year for the entire five-year contract period or $800,000 for the five-year total. Please be aware that the Evaluation Criteria assigns a significant portion of the proposal score to financial criteria (30 percent), so bidders are encouraged to submit budgets that are cost-effective.
Service Area: The winning bidder will be expected to survey IHEs in all regions of NYS.
