Response to Intervention Personnel Development Project

The New York State Education Department (NYSED) P-12: Office of Special Education is seeking proposals to establish four (4) teams to provide field-based professional development and technical assistance for a Response to Intervention Personnel Development Project (RtI-PDP). The contracts developed as a result of this RFP will support four (4) regional professional development teams of 2.0 FTE professionals per team or up to four 0.5 FTE which will serve as regional technical assistance centers (TACs) for the schools identified for participation in the project. Four (4) separate contracts will be awarded for this project, each of which will serve a prescribed region of the State as indicated on the map of RtI professional development areas. (See page 3.) Qualified bidders may bid on one (1) of the designated regions of the State and must be located within that geographic area.
The eligible applicants include boards of cooperative educational services (BOCES), institutions of higher education (IHE) with undergraduate and graduate programs in teacher preparation, and not-for-profit and for-profit organizations. NYSED is seeking bidders with extensive knowledge of response to intervention in literacy and experience in delivering professional development to school staff.
Subcontracting will be limited to thirty percent (30%) of the annual contract budget. Subcontracting is defined as nonemployee direct personal services and related incidental expenses, including travel. Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the M/WBE Participation Goals section below.
NYSED will award four (4) contract(s) pursuant to this RFP. The anticipated start date for contracts resulting from this RFP will be for a five-year term beginning September 1, 2013 and ending August 31, 2018.
Cost proposals for this RFP cannot exceed $400,000, for Year 1, for each of the two upstate regions and $430,000, for Year 1, for the New York City (NYC) and Long Island/Westchester regions, with up to a three (3) percent increase allowed for each subsequent contract year. Please be aware that the Evaluation Criteria assign a significant portion of the proposal score to financial criteria (30 percent), so bidders are encouraged to submit budgets that are cost-effective.
