Standard Setting, Data Analysis, and Technical Reports for Regents Exams


RECENT UPDATES


The New York State Education Department (NYSED) is seeking proposals for a vendor to conduct post-operational score collection and standard setting for selected Regents Exams, as well as develop annual operational technical reports for all Regents Exams. During the June 2014 and June 2015 administrations, the vendor will be required to collect a sample of student answer sheets and conduct standard setting on as many as two exam titles in each administration period. Beginning in fall 2014, the vendor will be required to develop technical reports for each Regents Exam based on operational test data provided to the vendor by NYSED. It is anticipated that the vendor will conduct four standard settings and develop 25 technical reports during the contract term. However, at the discretion of NYSED, some of these activities may be cancelled. In the event less work is required, the vendor will be paid based on the actual volume of work performed, not the total contract amount.

Eligible bidders may be either for-profit or not-for-profit entities, including testing companies, consultants, and/or educational organizations with demonstrated capacity to complete all required services and experience working with large-scale assessments to perform score collection, standard setting, data analysis, and technical reporting.

Subcontracting is limited to 30% of the annual contract budget. NYSED reserves the right to approve all subcontractors. Subcontracting is defined as non-employee, direct, personal services and related incidental expenses, including travel. Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section of the RFP. For purposes of this procurement, NYSED hereby establishes an overall goal of 20% for M/WBE participation, 12% for Minority-Owned Business Enterprises (“MBE”) participation and 8% for Women-Owned Business Enterprises (“WBE”) participation.

This RFP is broken into two services. Service 1 includes all deliverables related to score collection and setting the performance standards through standard setting. Service 2 includes the development of annual technical reports for all exams. Following the scoring of the technical proposals and cost proposals submitted, NYSED will make a determination, based on available funding, whether to award a contract for both services. If it is determined that the cost of the highest ranked proposal is above the amount of funding available, then a second ranking will be completed for Service 1 only. NYSED will award one (1) contract with a term of two (2) years and six (6) months from November 1, 2013 through April 30, 2016.
