Elementary, Intermediate (Middle) Level, and High School New York State English as a Second Language Achievement Test (NYSESLAT)

The New York State Education Department (NYSED) is seeking proposals for the New York State English as a Second Language Achievement Test (NYSESLAT) for test development, research, printing, shipping, scoring, and score reporting. One contract resulting from this RFP will be awarded for a term of five (5) years. The contract will begin on January 1, 2014 and end on December 31, 2018.
Proposals must address the test development, research, scoring, printing, and shipping of six (6) annual tests in grade level bands (Kindergarten, 1 2, 3 4, 5 6, 7 8 and 9 12), built to the State’s approved English Language Arts (ELA) and English as a Second Language (ESL) learning standards. The proposals must also include assembling one form in each of eight grade bands of an initial identification test to be used by schools on an ongoing basis for the identification of students who are English Language Learners (ELLs).
Eligible applicants are testing companies and/or educational organizations with demonstrated experience in developing and administering large scale assessments and printing and shipping a high volume of tests and test related materials in a timely, accurate, and secure manner.
Bidders should refer to the Mandatory Requirements section of this RFP for all Mandatory Requirements and to the Schedule of Deliverables located in “Section 5. Submission Documents” when preparing their proposals. Bidders must adhere to all Mandatory Requirements and perform all required deliverables.
Subcontracting will be limited to thirty (30) percent of the annual contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel. Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section of the RFP.
