Special Education Parent Technical Assistance Centers

The New York State Education Department (NYSED) P-12: Office of Special Education is seeking proposals to establish 14 Special Education Parent Technical Assistance Centers (TACs).  The purpose of the TACs is to provide parents of children with disabilities the information and resources necessary to promote their meaningful involvement in their children’s education programs.  

The eligible applicants include:

  • Human services agencies, either for-profit or not-for-profit, that provide special needs services to children and youth with disabilities and their families; and;
  • Institutions of higher education (IHE) located and licensed in New York State (NYS).

Applicants must be located in the region of New York State for which they are applying. Public or private schools, including Boards of Cooperative Educational Services (BOCES), are not eligible applicants for this proposal. 

Subcontracting will be limited to thirty percent (30%) of the annual contract budget.  Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel.  Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below.  

NYSED will award 14 contract(s) pursuant to this RFP.  The contract(s) resulting from this RFP will be for a 5-year and three month period, anticipated to begin on April 1, 2014 and end on June 30, 2019. The maximum award for the Parent Centers in the West, Mid-West, Southern, North Country, Central, East, and Capital regions for Year 1 (15 months, 4/1/14-6/30/15) will be $312,500, with a maximum five year contract total of $1,390,000. The maximum award for the Parent Centers in the Hudson Valley, NYC (five centers, one in each borough) and Long Island for Year 1 (15 months, 4/1/14-6/30/15) will be $375,000, with a maximum five year contract total of $1,668.000. The maximum five year contract totals are inclusive of the need for annual cost increases, including adjustments to salaries.

Please be aware that the Evaluation Criteria assigns a significant portion of the proposal score to financial criteria (30 percent), so bidders are encouraged to submit budgets that are cost-effective.

Service Area: There will be 14 Special Education Parent TACs.  Please see map of Special Education Parent TAC regions on page 2 of the RFP document and regional distribution list on page 3.   Applicants must be located in the region of NYS for which they are seeking to establish a TAC, as described under the Service Area section.
