Description

The New York State Education Department (NYSED) is seeking proposals to establish 10 Regional Special Education Technical Assistance Support Centers (RSE-TASC) to act as Special Education Technical Assistance Centers (TAC).  Each RSE-TASC will include one contract for a RSE-TASC Coordinator and regional technical assistance specialists (Part I) and additional contracts for special education school improvement specialists located throughout the RSE-TASC region (Part II).  As a network, all RSE-TASCs will work in partnership with NYSED and other NYSED supported technical assistance centers to provide technical assistance and professional development to improve instructional practices for and outcomes of students with disabilities, including post school employment outcomes. 

Adult Career and Continuing Education Services-Vocational Rehabilitation (ACCES-VR) of NYSED is seeking proposals for Regional Vocational Rehabilitation - Community Employment Specialists  (RVR-CES) to provide consultative and technical assistance services to school districts and local educational agencies who work with transition age youth.  For ACCES–VR, transition age youth are considered to be individuals who are under the age of 25; that have a disability as defined by Individuals with Disabilities Education Act (IDEA), or Section 504 of the Rehabilitation Act of 1973 or the Americans with Disability Act of 1990 (ADA); these youth may or may not be currently enrolled in a secondary school program.

This RFP will be funded in three parts:

Part I:  RSE-TASC Coordinator and Regional Specialists

Part II: Special Education School Improvement Specialists

Part III: Regional Vocational Rehabilitation- Community Employment Specialists

Term of Contracts

The contracts resulting from this RFP will be for a maximum project period of five-years beginning July 1, 2014 through June 30, 2019.  For Part I, nine (9) contracts aligned with the Joint Management Teams (JMT) regions of the State and one (1) contract for New York City will be established. For Part II, up to 41 contracts will be awarded statewide, and for Part III, up to ten (10) contracts will be awarded statewide.  These projects will be jointly funded through State discretionary Individuals with Disabilities Education Act (IDEA) and Vocational Rehabilitation (VR) funds.  VR funds will be used solely to fund those specialists designated as RVR - Community Employment Specialists within Part III awards.   

A bidder may submit a bid for RSE-TASC Part I and/or RSE-TASC Part II and/or Part III.  Except for New York City, bidders applying for both Part I and Part II must submit separate proposals, with separate staffing for each Part.  Bidders submitting bids for either RSE-TASC Part I and/or RSE-TASC Part II projects must be located in the RSE-TASC region for which they are bidding. Bidders for Part III must submit a separate proposal with separate staffing for Part III. Service Areas for Parts I and II are identified in Attachment A and Service Areas for Part III are identified in Attachment C. The number of awards to be made in each region is reflected in Attachment B. Proposals must clearly identify the Part (I, II or III) for which they are applying. 

Eligible Applicants

The eligible applicants for RSE-TASC Part I, RSE-TASC Part II and RVR-CES Part III are school districts; Boards of Cooperative Educational Services (BOCES); institutions of higher education with general education and special education teacher/related service provider preparation programs; not-for-profit organizations; and for-profit organizations.

Subcontracting Limits

Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel.

Bidders for the RSE-TASC Part I projects may include up to 40 percent of the annual contract budget for subcontracting purposes to meet the staffing requirements of the RFP. 

Bidders for the RSE-TASC Part II projects are limited to 20 percent of the annual contract budget for subcontracting purposes.

Bidders for the RSE-TASC Part III projects are limited to 20 percent of the annual contract budget for subcontracting purposes.

Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below.
