The New York State Education Department (NYSED) P-12: Office of Special Education is seeking proposals to establish two (2) Special Education Parent Technical Assistance Centers (TACs) located in the Central North Country and Eastern North Country regions of the State. The purpose of the TACs is to provide parents of children with disabilities the information and resources necessary to promote their meaningful involvement in their children’s education programs.
The eligible applicants include:
- Human services agencies, either for-profit or not-for-profit, that provide special needs services to children and youth with disabilities and their families located and licensed in New York State (NYS); and;
- Institutions of higher education (IHE) located and licensed in New York State (NYS).
Applicants must be located in the region of New York State for which they are applying.
Public or private schools, including Boards of Cooperative Educational Services (BOCES), are not eligible applicants for this proposal.
Subcontracting will be limited to thirty percent (30%) of the annual contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel. Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below.
Terms of Contract
NYSED will award 2 contract(s) pursuant to this RFP. The contract(s) resulting from this RFP will be for a 4-year and five month period, anticipated to begin on February 1, 2015 and end on June 30, 2019.
Please be aware that the Evaluation Criteria assigns a significant portion of the proposal score to financial criteria (30 percent), so bidders are encouraged to submit budgets that are cost-effective.

There will be 2 Special Education Parent TACs. Please see regional distribution list on page 2 of this RFP. Applicants must be located in the region of NYS for which they are seeking to establish a TAC, as described under the Service Area section.
- The following BOCES regions will serve as the designated two (2) Special Education Parent TAC service areas.
