OVERVIEW

The New York State Education Department (NYSED) is seeking bids to provide secure return shipping (pick-up and delivery) of certain secure State exam materials from approximately 4,500 public and nonpublic schools throughout all regions of New York State (state-wide) to NYSED’s secure document destruction vendor. Shipments of approximately 5,000 – 30,000 packages per year will occur throughout the year, primarily in the months of April, May, and June. Security of the test materials at all times is of the highest priority and importance.

ELIGIBLE BIDDERS

The eligible bidders are companies who can provide shipping services (pick-up and delivery) from all NYS schools (state-wide) that administer and score the NYS Grades 3-8 Tests to NYSED’s secure document destruction contractor, located within approximately 100 miles from Albany, New York.

SUB-CONTRACTING

Sub-contracting will be limited to thirty percent (30%) of the total contract budget.  Sub-contracting is defined as non-employee direct personal services and related incidental expenses, including travel.  Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this IFB through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section.  

TERM OF CONTRACT

NYSED will award a contract pursuant to this IFB. The contract resulting from this IFB will be a three (3) year term anticipated to begin March 1, 2016 and end February 28, 2019.
