Introduction/Background

The New York State Education Department (NYSED) is soliciting information about local and regional shortages of special education teachers, bilingual special education teachers and teachers of students with speech and language disabilities (TSSLDs), and bilingual professionals in Pupil Personnel Service (PPS) titles and to gather information on school district and regional efforts to prepare, recruit and retain personnel with these certifications.

Purpose/Goal

NYSED intends to use the information received to prepare a Request for Proposals (RFP) focused on increasing school district or regional capacity to serve students with disabilities in grades 7-12 and students with disabilities who are English language learners (ELLs) in all grades, by increasing the number of certified special education teachers, ESOL teachers for special education, and special education teachers, TSSLDs and bilingual PPS professionals with a bilingual extension to their certification.

Responders Include

Responders should include but are not limited to school districts, Boards of Cooperative Educational Services (BOCES), professional organizations, institutions of higher education (IHE), researchers or other interested experts in personnel development.

Important Dates:

Questions may be submitted through OSEpolicy@nysed.gov by May 24, 2021.

A Question and Answer Summary will be posted no later than May 28, 2021.

Responses to the RFI are due by June 7, 2021.
