Race to the Top
The Office of Early Learning (OEL) was established as a result of the RttT grant awarded to NYS.
New York State is one of eight states to take advantage of Invitational Priority 3 in RttT, dealing specifically with our early learners. Other states to take part in this specific initiative are Delaware, the District of Columbia, Georgia, Hawaii, Maryland, Massachusetts, Ohio, and Tennessee. Each state is developing initiatives to meet the needs of its early learner populations.
