Purpose of Grant	The purpose of the Bilingual Education Planning Grant is to provide funding to public school districts for purposes of planning to implement a new Bilingual Education Program or English as a Second Language (ESL) program with bilingual support for English language learners (ELLs) and English-dominant students beginning September, 2013. The proposed plan for a Bilingual Education Planning Program will provide a framework for content teaching and learning in English and the target language and, at the same time, ensure that students develop functional literacy in both English and the target language.
Eligible Applicants	Districts with approved Comprehensive Plans under Commissioner's Regulations (CR) Part 154 A school within the district that does not have a Bilingual Education Program or English as a Second Language (ESL) program with bilingual support in a proposed target language in place as of September, 2012 and plans to start one in September, 2013. A district can only apply for one school in its district. NYC: Each community school district must apply separately.
Funding	Approximately $350,000 is available for grants statewide. Grants of a maximum of $25,000 per district may be awarded. New York City (NYC) $200,000 and Rest of State $150,000
Grant Period	February 15, 2013 – August 31, 2013
