Definition:

This grant is for newly identified Title I schools identified as Improvement schools in August 2009 to develop improvement plans; implement recommendations resulting from the SED SQR report; meet their progress goals; and thereby improve student performance.

Funding:

Each district with Improvement phase Title I schools newly identified in August 2009 is eligible to receive a grant based on the number of Title I schools in each category of Improvement, i.e., Basic, Focused, and Comprehensive. Districts are eligible to receive the following for each Title I school identified:
  • Improvement Basic - $30,000
  • Improvement Focused - $60,000
  • Improvement Comprehensive - $75,000

Purpose of Grant

The purpose of this grant is to directly support Title I schools newly identified as Improvement (Year 1) schools in August 2009 to develop improvement plans, implement recommendations in the SED SQR report, meet their progress goals and thereby improve student performance.

As required by New York State’s Differentiated Accountability initiative, schools in the Improvement Phase must participate in the SED School Quality Review (SQR) process. Grant funds must be used to support activities involved in planning and conducting the School Quality Reviews and for follow-up and implementation activities after the reviews have been completed.

Eligibility

Each district with newly identified Improvement phase Title I schools identified in August 2009 is eligible to receive grants based on the number of Title I schools in each category of Improvement, i.e., Basic, Focused, and Comprehensive. Districts are eligible to receive the following for each Title I school identified:

  • Improvement Basic (Year 1) - $30,000
  • Improvement Focused (Year 1) - $60,000
  • Improvement Comprehensive (Year 1) - $75,000

Allowable Expenditures

Allowable expenditures include:

  • Expenses for district level School Quality Review (SQR) planning, including conducting outreach and screening for on-site reviewers in collaboration with SED;
  • Activities to prepare for the on-site School Quality Reviews, such as:
    • training reviewers regarding protocols and use of assessment tools;
    • orientation for administrators and faculty members of improvement phase schools to discuss protocols, expectations for the reviews, and results of the reviews;
  • Costs related to conducting the on-site School Quality Review, including costs for members of the SQR Team (e.g., content area/subgroup specialists) and report writing;
  • School level SQR planning activities, such as per session costs for staff to complete the SQR Quality Indicators self-assessment;
  • Follow-up activities when the review is completed, such as:
    • the implementation of recommendations from the School Quality Review report;
    • the costs for content area/subgroup specialists or consultants to provide technical assistance on the alignment of curriculum, instruction, and classroom assessments with the State Learning Standards and performance indicators;
    • professional development activities targeting the identified content area(s) and student subgroups, or indicators, that failed to meet AYP;
    • other activities related to SQR, such as the school engaging in a culture of review and on-going inquiry of teaching and learning, including: the review and analysis of student performance data; identifying strengths and needs of the instructional program; reviewing and identifying best practices for instruction aligned with scientific or evidence-based research; planning and implementing revisions in curriculum and instruction; conducting ongoing assessments of student progress; and the celebration/recognition of student success;
  • Costs related to the development or revision of the School Improvement Plan following the review, such as per session expenses for staff members and consultants.

Grant funds must be spent only on Improvement phase Title I schools newly identified in August 2009.

Non-allowable Expenditures

  • Equipment, including computers with a unit cost of $5,000 or more (Code 20)
  • Food
  • Out-of-state and over-night travel by school and district staff

SQR funds cannot be used to supplant Tax Levy funds.

Grant Period

December 8, 2009 to August 31, 2010. No extension or carryover of funds is allowed.

Submission Instructions

A complete application consists of:

  • Cover page (completed and signed);
  • School chart for each Title I school being funded;
  • Assurances;
  • Certification Regarding Lobbying, etc; and
  • FS-10 Budget Form
