2009-10 Title I School Improvement Grant Application


Purpose of Allocation

The No Child Left Behind (NCLB) Act of 2001 requires that State Education Agencies allocate funds to local education agencies to support Title I schools identified for improvement to meet the progress goals in their school improvement, corrective action and/or restructuring plans and thereby improve student performance.

Eligibility

Schools in New York City:

LEAs in New York City that have Title I schools identified for improvement in 2009-10 will receive an allocation based upon the number of schools in the following categories:

  • Schools in Improvement (years 1 & 2) - $65,000/school
  • Schools in Corrective Action (years 1 & 2) -  $65,000/school
  • Restructuring Schools (years 1, 2, & Advanced) - $65,000/school

Schools Outside of New York City:

LEAs outside of New York City that have Title I schools identified for improvement in 2009-10 will receive an allocation based upon the number of schools in the following categories:

  • Schools in Improvement (years 1 & 2) - $65,000/school
  • Schools in Corrective Action (years 1 & 2) -  $75,000/school
  • Restructuring Schools (years 1, 2, & Advanced) - $85,000/school

Funding

Only active, Title I buildings are eligible for an allocation. The funds must be used for school improvement activities in the identified buildings.  For the list of schools identified for improvement for 2009-10 go to: http://www.emsc.nysed.gov/irts/accountability/designations/.
LEAs must submit the enclosed application in order to receive funds. The funds must be allocated to Title I schools in need of improvement within an LEA; however, an LEA may choose to direct its allocation only to some of its Improvement, Corrective Action, and or Restructuring schools based on need.  LEAs must state the reason(s) for reducing or eliminating any allocation to a school in their application.

Schools must target funds toward the area(s) of identification and toward the particular subgroup(s) identified for improvement. The funds must support the goals for school improvement outlined in the school's Comprehensive Educational Plan (CEP) or Restructuring Plan, which is due to the LEA three months after identification.

The use of funds must also correlate to the accountability status of the school. For example, if a school is in Restructuring (year 1), funds must be used for restructuring. If the school is newly identified for Restructuring, funds must be used to develop the Restructuring Plan. If the school developed a Restructuring Plan in 2008-09, funds must be used to support the implementation of the Restructuring Plan.

Uses of funds include supplemental educational services, public school choice transportation, professional development, before and/or after school programs and instructional materials for students and teachers. Funds may not be used for indirect costs.

Grant/Project Period

September 1, 2009 (or the date the application is received at SED in substantially approvable form, if later) to August 31, 2010

Due Date

August 31, 2009

Please Note:

LEAs may amend their application after submission to allow schools to complete or revise their Comprehensive Educational Plans, but may not include obligations prior to the receipt of the amendment at the State Education Department.

Submission Instructions

Please Note: This is an LEA grant.  DO NOT submit an application or budget for individual schools. 

A complete application consists of one original (original must bear the original signature of the Superintendent) and three copies of the following:

  • Cover page
  • List of Title I Schools Identified for Improvement
  • School Chart for each school being funded
  • Assurances
  • Certification Regarding Lobbying, etc.
  • FS-10 Budget Form available at http://www.oms.nysed.gov/cafe/forms/
