2009-14 Two-Way Bilingual Education Program

Purpose of Two-Way Bilingual Education Programs

In a Two-Way Bilingual Education Program, limited English proficient (LEP) students are integrated with English proficient (EP) students in an instructional program that uses two languages for instruction, one of which is English, with the goal of academic excellence and bilingual proficiency (in English and the second language) for both groups of students. The program’s curriculum and instruction must be aligned with New York State’s Learning Standards. The core areas must be implemented for both the limited English proficient (LEP) and English proficient (EP) students in a bilingual modality consistent with the Seven Essential Elements for Effective Programs for LEP students (For more information, please see: http://www.emsc.nysed.gov/biling/resource/CH01.PDF). The programs must be in compliance with CR Part 154 and Title III Part A of No Child Left Behind. (For more information, please see: http://www.emsc.nysed.gov/biling/).

The objectives of the Two-Way Bilingual Education Program are to ensure that the student participants:

  • Develop high levels of proficiency in their first language and second language.
  • Meet New York State learning standards and perform at or above grade level in academic areas.
  • Meet the requirements on State assessments in core subjects and ELA, and pass the Regents tests required for graduation.
  • Expand and strengthen communication and relationships among communities of different social, cultural, ethnic, religious, and linguistic backgrounds.

Two-Way Bilingual Education Programs have three components:

1. Instructional Program Component

  • LEP Student’s Instructional Activities
  • Native language arts instruction
  • English Language Arts/English as a second language instruction
  • Content area instruction through the native language and English

 

  • EP Student’s Instructional Activities
  • English language arts instruction
  • Second language instruction
  • Content area instruction through English and the second language

2. Parent Involvement Component

  • Integrated activities in English and the second language for parents of both LEP and EP students in order for them to become active partners in their children’s education.
  • Clear communication with parents about school policies, the higher learning standards, classroom practices, and their children’s educational progress through different medium, at different settings and occasions, and in English and the second language.
  • Activities to increase communication, interaction, and understanding among participating parents who come from different social, cultural, ethnic, religious, and linguistic backgrounds.

3. Staff Development Component

  • On-going high-quality professional development for participating teachers, principals, and the school/district administrators to:
  • Understand and implement New York State's learning standards and assessment measures.
  • Practice effective and research-based instructional strategies in two languages that help LEP/EP students meet the higher learning standards and succeed on state assessments.

This grant program is designed to promote new Two-Way language program in schools and districts outside of New York City. School districts that are currently operating Two-Way Bilingual Education Programs with Federal, State, or local funds are not eligible to apply.

Districts may apply for up to $125,000 per year, including the initial project period of December 1, 2009-June 30, 2010. Activities must include instruction, staff development, parent involvement activities, purchasing materials and developing curriculum.

The initial project period (12/1/09-6/30/10) may include activities relating to the development and implementation of the proposed program.

Applications for programs in all language groups and grade levels are encouraged.

Other Requirements

Students are invited to participate in the Two-Way Bilingual Education Program on a voluntary basis. English proficient (EP) students may not exceed 50% of the participating students. EP students must be proficient in English upon enrollment in the program. It is expected that in each succeeding year, the students in the program will receive increased and more advanced instruction in the second language as well as content area classes through the second language.

Participating LEP students must be provided the amount of English language instruction that is specified in CR Part 154, Section 154.2(f) and (g). The New York State Learning Standards for English Language Arts and the Performance Indicators for English as a Second Language must be followed for the first and second language development. The program, curriculum, instruction, and assessments must be aligned with the New York State performance standards in the core subjects.

Method of Award

Each application will be reviewed and rated by at least two (2) reviewers according to the point criteria indicated in the program narrative. The scores of the two (2) reviewers will be averaged to obtain the final average score. In cases where there is a difference of twenty (20) or more points in the two reviewer's scores, a third reviewer will review and rate the application. The two (2) scores closest in numeric value among the three (3) scores will be averaged to obtain the final average score.

Budgets will be reviewed and adjusted to eliminate unallowable or inappropriate expenditures. Grant awards will be made to the highest scoring applications in descending order until funds are insufficient to fund the next ranking application in full. The next ranked applicant will be given the opportunity to operate a smaller project using the remaining funds. In the event of tie scores, proposals with the highest score on Program Design as described in the Program Narrative will be ranked higher.

Appeals Process

At the conclusion of the rating and ranking process, and the notification to all applicants as to the status of their application, an applicant who has not been awarded funds may ask for a debriefing by emailing the request to OBEFLS@mail.nysed.gov . SED staff will summarize the scores identified by the raters and the comments made. This will be emailed to the applicant.
