Purpose of Grant

The New York State Education Department (NYSED) Office of Bilingual Education and World Languages (OBEWL) is seeking proposals for the creation of a Clinically-Rich Intensive Teacher Institute (CR-ITI) in Bilingual Education (BE) and/or English to Speakers of Other Languages (ESOL) program, addressing the shortage of certified bilingual and ESOL teachers in New York City (NYC).

Project Period

The contract(s) resulting from this RFP will be for a term anticipated to begin January 1, 2019 and to end December 31, 2023.

Eligible Applicants

The eligible applicants are Institutions of Higher Education (IHE) in New York City (NYC) that have a NYS certified program in Bilingual Education leading to a bilingual extension, and/or English to Speakers of Other Languages (ESOL) program leading to a certification in ESOL. The IHEs must collaborate with LEA partners to select teacher candidates and/or mentor teachers to work with candidates. A signed Memorandum of Understanding (MOU) is required between the IHE and the collaborating LEA(s).

Amount of Funding

Up to five Institutions of Higher Education (IHEs) in NYC will be selected for this CR-ITI-BE/ESOL program. Each IHE will receive an award of $110,000 per year for five years. It is expected that these funds will be available each year subject to continued funding by the NYSED Budget.

Non-Mandatory Notice of Intent

The Notice of Intent (NOI) is not a requirement for submitting a complete application by the application date; however, NYSED strongly encourages all prospective applicants to submit an NOI to ensure a timely and thorough review and rating process. A non-profit applicant’s NOI will also help to facilitate timely review of their prequalification materials. The notice of intent is a simple email notice stating your organization’s (use the legal name) intent to submit an application for this grant. Please also include your organization’s NYS Vendor ID. The due date is May 4, 2018. Please send the NOI to CRITIRFP@nysed.gov
