The Chapter 655 Report

Report to the Governor and the Legislature on the Educational Status of the State's Schools

Chapter 655 of the Laws of 1987 (which amended Section 215-1 of State Education Law) requires the Board of Regents and the State Education Department to submit an annual report to the Governor and the Legislature with respect to "enrollment trends; indicators of student achievement in reading, writing, mathematics, science, and vocational courses; graduation, college attendance and employment rates; ... [and] information concerning teacher and administrator preparation, turnover, in-service education and performance."

Chapter 655 Reports from 2009 to Present required to be made available to the Governor and Legislature under Chapter 655 of the Laws of 1987 consist of data organized in three parts, which may be accessed using the links below:

  • NYSED Data - NY State Education at a Glance, which contains enrollment trends, standardized state assessment results, graduation rates, post-graduation plans of high school completers, staff counts, teacher qualifications and turnover, district expenditures per pupil, and NCLB and ESSA accountability data (which include post-graduation preparedness).
  • Teacher and Administrator demographics, salary, class size, staffing ratios, and more are available in the Personnel Master File (PMF).
  • Expenditures Per Pupil are available in the Master File on the Fiscal Profile Reporting System resources page.

Chapter 655 Reports from 1999 to 2008 consist of The Statewide Profile of the Educational System, which reports trends in New York State student enrollment, assessment performance, graduation and postgraduate plans, teacher qualifications, and school expenditures; and The Statistical Profiles of Public School Districts, which reports these same data by county and district in tabular format, and are available at the links below:
