The purpose of the user guide is to provide the calculations and codes used in the Accountability Verification Reports.
2. Accountability Summary and Accountability Subgroup Reports
2.1 Grade
Grade is assessed grade level of the assessment used for accountability. For example, if a student takes a NYSTP ELA and NYSAA ELA, the NYSTP ELA is considered the assessment used for accountability. In order for a student’s assessment record to be counted towards accountability (either participation rate or performance index), the assessment grade level must match the student’s enrolled grade or, if the student is ungraded, the student’s age-based grade-equivalence. Off-grade-level assessments are excluded from district and school accountability computations.
If a student takes multiple assessments per subject, such as NYSTP ELA and NYSAA ELA, only the NYSTP ELA score will count towards accountability.

2.3 District Participation Rate
District Participation Rate on the District Accountability Summary Report and District Accountability Subgroup Report is a count of all students who are counted towards participation rate in the district for a particular test subject (ELA, Math, or Science). The total number of students counted towards participation will serve as the denominator in the participation rate calculation. The numerator will be the count of students with a valid score (ie., standard achieved Level 1, 2, 3, or 4). Those students tagged as medically-excused are excluded from the participation rate calculation.
The following table describes the criteria a student must possess to be counted towards participation.

2.4 District Continuous Enroll
District Continuous Enroll on the District Accountability Summary Report and District Accountability Subgroup Report is a count of all students who are continuously enrolled in the district for a particular test subject (ELA, Math, or Science). The student is considered to be continuously enrolled if he/she meet the enrollment criteria specified below and have a valid assessment score (i.e., Level 1, 2, 3, or 4).
The following table describes the criteria a student must possess to be considered continuously enrolled.

3. Accountability Student Detail Report
3.1 Student ID
The Student ID field is populated with the Local ID
3.2 Alternate ID
The Alternate ID field is populated with the State ID. There are some cases where a student will have a blank State ID due to the fact that currently not all students have State IDs yet.
3.3 LEP
A student is LEP eligible if they have a LEP eligibility program code 0231 or their LEP duration is between 0 to 9 years. Please note that the NYSESLAT only counts as an alternate assessment for use in accountability (in the absence of NYSTP ELA) when LEP duration is < 4. Valid NYSESLAT scores for students with LEP duration > 4 can not be used for participation rate or performance index calculations.
3.4 Score
Score is displayed on the School Assessment Student Detail Report. The following table defines which type of score is displayed on the report.

3.5 Grade Assignment for Ungraded Students
Students who are classified as ungraded (i.e. grade level is 13 or 14), but not eligible to take the NYSAA will have their grade equivalence based on their birthdate as follows:
