RE:      2016-17 Progress Reporting and 2017-18 Continuation Plans For Schools in Receivership and Schools Receiving School Improvement Grants (SIG) and School Innovation Fund (SIF) Grants

Dear Superintendent:

Enclosed are the materials necessary to complete progress reporting for the current school year and prepare Continuation Plans and budgets for the 2017-18 school year for schools in receivership and schools receiving SIG and SIF grants. Additional information regarding continued availability of Persistently Struggling School Grant (PSSG) funding will be sent shortly under separate cover.

Schools will complete as applicable either a Receivership or a Non-Receivership Report/Continuation Plan. As you will note, each report template provides space for the school/district to report on activities and key strategies that were implemented during the report period.  The report templates also include space for schools to submit Continuation Plan information for the 2017-18 school year. Most schools, but not all, are required to complete the Continuation Plan portion of the template. 

Persistently Struggling Schools do not need to complete the Continuation Plan portion of the Receivership template at this time but will complete all other sections not labeled 2017-18 Continuation Plan.

Also, Receivership schools that have School Improvement Grant (SIG) or School Innovation Fund (SIF) grants that are ending in June of 2017 do not need to complete the continuation plan portion of the 3rd Quarterly Report template, but will need to complete a School Comprehensive Education Plan (SCEP) at a later time if the school remains in Receivership for the 2017-2018 school year. Please refer to charts below to determine which report a given school should complete, as well as which parts of the report are required.

Schools that will continue to receive SIG funds during the 2017-18 school year (SIG 4, SIG 5, SIG 6 and SIG 7)


Schools that had SIG or SIF during 2016-17 that will no longer be receiving SIG or SIF funds during the 2017-18 school year will have to complete a SCEP for the 2017-18 school year at a later date.

 

Receivership Schools that had SCEPs during 2016-17 and will continue to have an SCEP in 2017-18 (NOT a new 2017-18 SCEP)

Persistently Struggling Schools that are awaiting information regarding continued Persistently Struggling School Grants do NOT need to complete the Continuation Plan portion of the template at this time, but will use this template to complete the Quarter 3 Report.
The Continuation Plan portion of the template will be required at a later date, once you are provided with the PSSG funding update.

Completed reports must be received by April 28, 2017, unless a specified extension was granted, and should be submitted electronically to your Office of Innovation and School Reform (OISR) liaison and to the OISR mailbox at OISR@nysed.gov

As applicable, along with the Reports/Continuation Plans, please submit signed original hard copies of FS-10 budget forms and amendments to our office at the address below. Please do not submit PSSG budget documents at this time. Budget forms are available at: http://www.oms.nysed.gov/cafe/forms/.

Receivership Quarter 3 Reports that do not include Continuation Plan information need to be posted on the district’s website at the time of submission. Receivership Quarter 3 reports that include Continuation Plan information should be posted within 2 weeks of SED’s approval of the Continuation Plans.
