On behalf of the New York State Board of Regents, the State Education Department has updated the  Charter School Performance Framework. Public comment on the Framework was accepted between September 4, 2015, and September 21, 2015.

Performance Framework Summary of Updates

Updates to the Performance Framework Include:

  • Benchmark Indicator Organization: Performance Framework Benchmark Indicators have been reorganized and now include subheadings for clarity and ease of reading.
  • Redundancy Reduction: Previous Benchmark descriptions included overlapping Benchmark indicators (elements). Indicators are now clarified and located in the Benchmark which best relates to their focus and redundant indicators have been eliminated.
  • Benchmark 1: To promote clarity, a description explaining each measure has been added, along with minimum and target thresholds for each measure. Elementary/Middle School outcomes have also been extricated from High School outcomes, so that the expectations for each are not confused. Certain measures, including the Performance Index, College and Career Readiness, and the Comparative Schools Analysis, which some schools found difficult to self-assess, have been excluded.
