Dear Colleagues:

In March 2007, the Board of Regents established a new P-16 structure within the State Education Department.  The first year of the P-16 operation has been filled with many new opportunities, responsibilities, and challenges.  I write to thank you for all that you have done over the past year to help us to effectively implement the P-16 approach to education and to develop proposed directions for the year ahead. 

In one-on-one conversations; meetings; group discussions; visits to school districts, BOCES, and colleges and universities; as well as through our online service satisfaction survey and our dedicated e-mailbox (p16education@mail.nysed.gov); and in many other venues, you have shared so generously of your time and have provided us with new ideas for transforming the State Education Department’s P-16 operation into a more customer service-oriented organization focused on assisting educators with helping students graduate from high school prepared for college and the workforce.  As a result of your feedback and recommendations, I am pleased to provide you with the attached report, which was shared with the Board of Regents.  The report provides an update on progress made over the past twelve months to determine the best methods for change and the leadership required to strengthen student achievement for the future.

I would particularly like to recognize our partners in the Pre-K-12 and higher education communities listed in this publication who have provided us with valuable insight, expertise, and direction.  We look forward to working with you over the next year and beyond to carryout each of the important priorities identified in the report including the top ten recommendations you have shared with us for strengthening the support the Department provides to school districts.  There is still much to be done.  However, by working together, we can close the gaps in student achievement and achieve maximum success for all students across the State.
