New Exclusion Reason for 2011-12 VR1-9
Begining with this week's refresh of data we are adding a new exclusion reason that will remove school age students who are age 4 or 5 who have an LRE code that does not begin with ESA from the list of included students for the VR1-9.

Issue related to PKH and PKF have been Resolved
The VR1-9 reports are now appearing correctly. The reported issue relating to preschool students with grades PKH and PKF and the issue relared to out-of-district placements have been resolved.

Issues related to PKH and PKF
We are currently working on an issue related to preschool students with the new PKH and PKF grades not appearing in the list of included preschool students with disabilities and the corresponding VR 1, VR 4, VR 6 and VR 7 reports. The records are in Level 2 and there do not appear to be any issues with the submission of these records. At this point we anticipate that this issue will be resolved in time for the next refresh of data, if not sooner.

Accurate Buttons for VR1-9 are Available
The accurate certification buttons for the 2011-12 VR1-9 are now available. When you ceritfy one of these reports you are certifying them all. Also once certified, the reports freeze the data that is displayed at that time and the refreshes will not continue. The VR1-9 are due to be certified on or before January 11, 2012.

Certification of 2010-11 VR11-15
As of Monday, November 14, 2011 all 2010-11 VR11-15 reports that have not been certified will be automatically certified as inaccurate. Please review these reports to make sure you have certified them correctly. The accurate certification buttons for the 2010-11 VR11-15 will also be removed as of Monday, Novemeber 14, 2011.

The Refresh/Appeals Schedule for the VR11-15
The time line for data refreshes and appeal dates for the VR 11-15 are being modified to accommodate the adjusted 2010-11 Student Information Repository System (SIRS - Level 2) timeline. The data certification due date of November 2, 2011 is not changing.
Following the Level 2 freeze date of September 30, the VR 11-15 reports in the PD system will be refreshed and viewable in the PD system on October 5, 2011. On this date, all districts that have not yet certified their data as Accurate must review their VR 11-15 data and certify it as Accurate or Not Accurate. Districts are strongly encouraged to submit VR 11-15 data as soon as it is available. The data can be Certified as Accurate at any time prior to October 5th.
Districts that cannot certify their data as Accurate on October 5 must certify it as Inaccurate. Each district that certifies as Inaccurate can then use the Appeals Template Link to submit an appeal to have their Special Education Events data refreshed again on November 2, based on data in L1C submitted to Level 2 on October 27. Appeals must be received by October 27, 2011. The appeal must identify the specific VR report(s) to be refreshed and the reason for the appeal. Data will be refreshed and viewable in the PD system on November 2 for districts that are granted an appeal. Districts must contact their RIC regarding the specific RIC deadline for submitting revised data in order to have it included in the data submitted to Level 2 on October 27.
As a reminder, the final refresh of demographic, enrollment and assessment (COSF) records will be refreshed and viewable on October 5, 2011. Districts must contact their RIC regarding the specific RIC deadlines to ensure that this data is migrated to Level 2 by the September 30 freeze date. The change in the Level 2 freeze date from August 5 to September 30 has provided districts with an additional eight weeks to submit correct demographic, enrollment and assessment records.
It is very important to note that the only data that will be migrated from Level 1 RICs to Level 2 on October 27 is the Special Education Events data for students with existing enrollment, demographic and assessment (COSF) records. It is this Special Education Events data that will be refreshed and viewable in the PD system on November 2, 2011 for VR 11-15.

The VR10 and VR16 are due to be certified. The certification buttons can be found at the bottom of the VR10 and VR16. If your data are complete and accurate please certify them as such. If your data are not complete and accurate please click the inaccurate certification button that is now available. Certified data will be final and will be used in all State reports and decisions.
If you certify that your data is NOT accurate, continue to submit revised data to your RIC to ensure that SIRS has complete and accurate data. There will be no additional refreshes of data in the PD Data System for VR10 and VR16 unless an appeal is submitted and granted. Appeals for a data refresh after August 10, 2011 will only be granted for districts that can prove that they experienced some technical data migration issue to the State’s data repository on the last data refresh date. These data system technical issues should be evident on the certification date. If you experience a data migration issue, you must notify the State immediately to arrange for another refresh of data at that time. You will be required to complete an appeals template to explain and document the technical issue you experienced.

The SR13 Has Been Removed From The PD Data System
The SR13 has been taken down. All districts required to submit on Indicator 13 will be emailed a message explaining that the SR13 has been taken down and a separate message when the SR13 is back in the PD Data System. The due date will be extended from the original date of August 31, 2011. The extended due date will be included in the email alerting you of the availability of the revised Indicator 13 Self Review Checklist. We sincerely apologize for any inconvenience this may cause.

The VR10 Issue has been Fixed
There was an issue with the VR10 relating to missing declassified students. This issue has been resolved and the VR10 was refreshed June 8 to include declassified students based on the data that was extracted from L2 on June 1, 2011. Please note that there will be no refresh of the PD Data System for this week except for the previously mentioned VR10. The next refresh will be on June 15, 2011.

The child count data as of October 6, 2010 has been posted in the excel version only. This is located under the "State Data Summaries" section on sedcar's homepage. It displays a breakdown by disability, by county and by district.

Mental Retardation is now called Intellectual Disability
President Obama signed “Rosa’s Law” which replaces the term “mental retardation” with “intellectual disability” in federal education, health and labor laws. The law states that for purposes of the amended statutes and implementing regulations, a reference to an “intellectual disability” shall mean a condition previously referred to as “mental retardation” and a reference to “individuals with intellectual disabilities” shall be a reference to those previously referred to as “individuals with mental retardation.” Based on the federal government’s change in terminology, SEDCAR will implement this change for the end of the 2010-11 school year reports and forward. The change will affect the label only and not the code or the definition. The PD 8 and VR 10 for the 2010-11 school year will reflect this change.

Special Education Data Collection Presentation
The special education data collection presentation for the 2010-11 school year has been posted. To get to the presentation please go to SEDCAR's homepage (https://www.p12.nysed.gov/sedcar/) and click on the link that says “2010-11 School Year” under the References heading. From the references section it is the 6th bullet down and says “Inni Barone Special Education Data Collection Training Presentation for 2010-11”.

Appeal Template for the 2010-11 School Year Verification Reports
The appeal template for the 2010-11 VR1-6 and 8 is availble on the SEDCAR website. From our homepage click the 2010-11 under the References heading. It is the third bullet down and says “Click here for the appeals template for the 2010-11 school year”.
A school district or an educational program whose data were not accurately reported by the RIC or whose data did not correctly appear in the State’s PD data system reports because of a data system issue at the RIC or NYSED may submit an “appeal” for another data submission from the RIC on January 21, 2011. Appeals will not be granted on the sole basis of the failure of a district or educational program to submit complete or accurate data to Level 2 of the SIRS by the State’s established due date. An appeal may be granted if a district or educational program can prove to the satisfaction of NYSED that though correct data were submitted to Level 2 of SIRS by the NYSED due date, the final data in the PD data system reports do not reflect those data.

Certification of the 2010-11 VR1-6 and 8
The certification buttons will appear after the refresh on January 12, 2011. The VR1-6 and 8 (special education snapshot reports containing child count and least restrictive environment data) are required to be certified on or within one week from January 12, 2011. For more information about the certification process, please see the memo that was sent to all districts required to certify the October 6, 2010 special education data. It is posted on SEDCAR's website under the 2010-11 Reporting Requirements in the Communications section. We are aware that the weather service is predicting a snow storm on January 12, which may cause many school districts to close tomorrow. It is for reasons such as this that the above message says the required certification may be provided on or within one week from January 12, 2011.
