I am writing to remind you of the necessity of insuring that all Individuals with Disabilities Education Act (IDEA) American Recovery and Reinvestment Act (ARRA) funds are spent by August 31, 2011.  Both grants under Section 611 ARRA and Section 619 ARRA have end dates of August 31, 2011 and after this time any remaining monies that your district has not spent will have to be returned to the Federal government.  The State Education Department believes that we must avoid returning any funds that have been made available to provide special education services.

Please monitor your grant expenditures throughout the year very closely and submit any necessary amendments well before August 31, 2011.  If you feel that you may not be able to spend all of your 611 and 619 ARRA monies by that time period, please call the Central Office Administrative Support Services Team (COASST) at 518-486-4734 to discuss the situation and review possible uses of that money that have not been considered.  Alternatively, you may wish to consider amending your Section 611 and Section 619 regular flow-through grants in order to transfer expenditures from those grants into your Section 611 ARRA and Section 619 ARRA grants to spend down all available ARRA monies.  Unspent funds from your regular Section 611 and Section 619 grants can be rolled-over into your 2011-12 grant application.

I appreciate your assistance in fully spending the IDEA ARRA monies.  In these fiscal times, we must ensure that no ARRA fund balances remain and ultimately need to be returned to the Federal government.
