The purpose of this memorandum is to provide additional information relating to the July 2013 Special Education Field Advisory State Reimbursement for Placement of Students with Disabilities in Approved Private School In-State and Out-of-State Day and Residential School Placements” regarding the “private placement certification” process used by school districts to meet their reporting requirements, pursuant to section 200.6(j) of the Regulations of the Commissioner of Education, whenever the district is seeking approval for State reimbursement of tuition costs for placement of a student with a disability in an approved in-State or out-of-State day or residential school program. 

The following applies to the 2013-14 school year only.  It does not apply to school years prior to 2013-14 and will not be extended for future school years: 

  1. Beginning July 1, 2014, districts may add missing, or replace existing 2013-14 school-age 10-month private placement certifications (DCERT) until September 30, 2014, as appropriate. 
  2. Beginning July 1, 2014, districts may also add, or amend existing 2013-14 10-month school-age private placement approval requests (DSPRV) with the actual start date of service, regardless of the date of an existing 2013-14 DCERT, until September 30, 2014.
  3. After September 30, 2014, no 2013-14 DCERTs may be added.  Reimbursement for any DSPRV added or amended after September 30, 2014 will be limited to the date of the existing certification (DCERT).

To ensure distribution of this important update to appropriate individuals within a school district, we are requesting that superintendents share this memorandum with Directors of Special Education, School Psychologists, Committee on Special Education and Committee on Preschool Special Education Chairpersons, Guidance Counselors and Directors of Pupil Personnel and Parent Teacher Associations.
