Special Education


The Institutes of Applied Human Dynamics, Inc. (IAHD) St. Mary & St. Jude, which is located in Bronx, NY, is a State-approved special education preschool provider currently serving 55 students.  This program has notified the New York State Education Department (NYSED) that it will cease operation effective March 31, 2015.  As a result, NYSED is seeking Letters of Intent from State approved 4410 preschool providers, currently approved to operate a special class (SC) program, that are interested in a program expansion to address needs resulting from the discontinuation of the IAHD program. 

IAHD is located at 2213 East Tremont Avenue, Bronx, NY 10462.  The agency operates the following:

  • One full-day monolingual  Special Class with an 8:1+3 ratio
  • Two full-day monolingual Special Classes with a 12:1+2 ratio
  • Three full-day monolingual Special Classes with a 12:1+4 ratio
  • One half-day monolingual Special Class with a 12:1+2 ratio

The Letter of Intent should include the following:

  • Contact Information: Agency name and address, director’s name and telephone number.
  • Background information on the agency, including a description of the agency’s experience in providing educational programs for preschool students with disabilities.
  • A description of the proposed physical plant or space and location for the program to address the program needs delineated above.
  • A plan for program oversight, recruitment, staffing and supervision.
  • A time frame that should specify dates for planning, transition and full operation.

Preference will be given to agencies that (1) propose to serve all of the preschool students who will be affected by IAHD’s closure; (2) can be operational by the effective date of the proposed closure; (3) have the ability to secure an approved or approvable space to operate; (4) propose to operate in the same locality as the current program; (5) have experience in providing Special Class educational programs for preschool students; and (6) have the current supervisory structure that would allow for expansion, or development of a supervisory plan that could be implemented without undue delay.

After reviewing the letters of intent received by the deadline, NYSED will contact qualified agencies to invite submission of a modification application seeking approval to expand and/or modify a preschool special education program.
