Professional Development for Impartial Hearing Officers

The New York State Education Department (NYSED), Office P12 Education: Office of Special Education announces the award of a five-year contract to establish a technical assistance center (TAC) for the professional development of impartial hearing officers (IHOs) to Special Education Solutions, L.L.C.  Through this contract, Special Education Solutions, L.L.C. will:

  • plan, develop, and conduct annual update training for currently certified IHOs and provide training to new IHO candidates in year four of the contract;
  • host a website containing materials for IHOs and maintain a listserv in order to provide on-going technical support to IHOs;
  • assist NYSED in periodically updating technical assistance materials for IHOs; and
  • investigate complaints alleging the misconduct or challenging the competence of an IHO.

Special Education Solutions, L.L.C. brings the expertise of nationally recognized attorneys and former educators with more than 30 years of experience in the field of special education and equity issues to the training and technical assistance NYSED provides to IHOs.  For more information on this project, you may contact Barbara Gioia at (518) 486-7462 or bgioia@nysed.gov.
