The New York State Education Department (NYSED), P-12: Office of Special Education is pleased to announce a professional development workshop for Committee on Preschool Special Education (CPSE) and Committee on Special Education (CSE) Chairpersons new to their position.
Providing CPSE and CSE chairpersons with a best practices approach to the CPSE/CSE process and their role as a chairperson.
Overview of Training
The CPSE/CSE Chairperson Training has been developed to provide new chairpersons with a best practices approach to the CPSE/CSE process and their role as a chairperson as defined by New York State law and regulation.
The target audience is those chairpersons who have been in the position two years or less , although chairpersons with additional experience are welcome to participate as well.
The training goals include:
- understanding the special education process as delineated in education laws and regulations;
- knowing the role of the Chairperson and the committee;
- developing practices that encourage parental involvement and cultivate home-school partnerships; and
- identifying strategies for leading the committee in making high quality decisions that will result in an IEP that meets State requirements and will result in educational benefit to the student.

The New CPSE/CSE Chairperson Training will be provided by the Regional Special Education Training Specialists who are part of the Regional Special Education Technical Assistance Support Centers (RSE-TASC). Please contact the RSE-TASC Regional Trainer(s) in your area for dates, locations, and times:

Summary of Training
This training is designed to follow the CPSE/CSE process from Referral through Reevaluation. Through a combination of lecture and activities, participants will gain an understanding of the chairperson's role as defined within law and regulation, and learn to facilitate parent participation throughout the process. A specific session on the CPSE process will also be provided. Other specialty topics for training are currently under development.
