Change in 2008-09 Incarcerated Youth (IY) Program STAC Filing Process - Separate STACs Required for Summer 2008 and 10-Month 2008-09 School Year

SUBJECT: Change in 2008-09 Incarcerated Youth (IY) Program STAC Filing Process -
Separate STACs Required for Summer 2008 and 10-Month 2008-09 School Year
Starting with the 2008-09 program year you will be required to file separate IY Program STAC forms for the 2-month summer 2008 and 10-month September 2008 - June 2009 IY Programs. The IY aid formula has not changed, but we need to make certain that IY students are not being aided for periods of time during the 12-months period in which educational services are not being offered.
Below are 3 examples showing the STACs an IY provider would need to file for 2008-09:
Assumes: 2008-09 Summer IY Program runs 7/7/08 – 8/15/08 and
2008-09 School Year IY Program runs 9/3/08 – 6/26/09.
Student 1 is incarcerated on 7/1/08 and requests educational services, which begin on 7/7/08. On 7/10/08 the IY Provider decides to enter STACs on-line for Student 1. Student 1 has an expected release date from jail of 12/1/09, so two separate STACs are filed for the 2008-09 school year.
Student 2 enters the IY Program on 7/10/08 and receives educational services (when they are offered) through 9/25/08. A summer 2008 STAC and a school year 2008-09 STAC are required.
Student 3 is incarcerated on 8/18/08 and requests IY educational services, which begin on 9/3/08. He leaves the IY Program on 10/24/08. Student 3 entered jail after the summer IY Program was over, so only a school year 2008-09 STAC is required.
