1/23/19: The RFP submission deadline has been extended. Proposals must be received by February 27, 2019 by 3:00 PM at NYSED in Albany, New York. Additional changes are summarized below along with revised RFP documents:

  • The Early Childhood and School-Age Family and Community Engagement Center RFP (19-025) has been revised as follows:

    • In each of the 14 regions of the State, one (1) FTE has been added to the Early Childhood FACE Center and one FTE to the School-age FACE Center. This new position, identified as the Research and Referral Specialist, will serve to increase the capacity of each center and may be filled by up to two individuals, each working at .5 FTE. The project must include but cannot exceed one (1) FTE to serve as Resource and Referral Specialist. The minimum qualifications for this position include a Bachelor’s degree or higher, and experience providing community outreach.
    • In each of the 14 regions of the State, the one (1) FTE Resource Specialist in the Early Childhood FACE Center and the School-age FACE Center identified in the original RFP has been renamed the Professional Development Specialist and identified as the project lead. The project must include but cannot exceed one (1) FTE to serve as Professional Development Specialist. The minimum qualifications for this position remain a Master’s degree or higher, and experience providing professional development and/or technical assistance.
    • Each of the deliverables in the original FACE RFP has been reassigned as appropriate to either the Professional Development Specialist or the Resource and Referral Specialist. As the lead, the Professional  Development Specialist may participate in any deliverable noted for the Resource and Referral Specialist, as determined through a regional planning process.
    • Provide clarification that clerical and/or support staff positions are allowable and would need to be reasonable and necessary to complete the scope of work outlined in the RFP.
    • Provide for an increase in the subcontracting limit from 30 to 40 percent.

    The question and answer period is extended to the close of business January 30, 2019. A Questions and Answers Summary will be posted here no later than February 8, 2019. Proposals must be received by February 27, 2019 by 3:00 PM at NYSED in Albany, New York.

Overview

The New York State Education Department (NYSED) Office of Special Education is seeking proposals for the purposes of working collaboratively with the NYSED Office of Special Education (OSE)  Educational Partnership to provide technical assistance and professional development that will promote meaningful family involvement within the educational system, build collaborative community relationships, and provide information and training about available service options and delivery systems for children from birth-5 and students age 5-21.

Subcontracting/Minority and Women-Owned Business Enterprises (M/WBE)

Subcontracting will be limited to forty percent (40%) of the total contract budget. Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel.

Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below.

Terms of Contract

NYSED will award twenty-eight contracts pursuant to this RFP – fourteen (14) contracts for Early Childhood FACE Centers and fourteen (14) contracts for School-Age FACE Centers. The contracts resulting from this RFP will be for a term anticipated to begin July 1, 2019 and to end June 30, 2024.
