2003-2004 Regional Cost Factors
A regional cost factor is applied to the State Building Aid formula for
contracts signed on or after July 1, 2003 to assist school districts in regions
with high labor costs. The regional cost factor will be multiplied times the
maximum cost allowance to arrive at a regionally adjusted maximum cost
allowance. State building aid will be paid on the lesser of the actual contract
expense or the regionally adjusted maximum cost allowance.
The regional cost factor is calculated by dividing the county composite labor
rate by the median state-wide composite labor rate. The county composite labor
rate is calculated by adding up the hourly labor rate plus supplemental benefits
for carpenters, electricians and plumbers.
The table below lists the regional cost factors for contracts signed between
July 1, 2003 and June 30, 2004. Please note that where the estimated regional
cost factor has a value of less than 1.0, a regional cost factor of 1.0 will be
used in the State building aid calculations.
