Project Purpose

For the 2021-22 school year, the New York State Education Department has developed a range of supplemental support models for eligible Comprehensive Support and Improvement (CSI) schools and Targeted Support and Improvement (TSI) schools. The models available to schools involve participation in a Professional Learning Community and school-specific coaching organized by the Office of Accountability. These models, referred to as “Enhanced” options, are identified below:

  1. Advancing Equity
  2. Developing Restorative Practitioners
  3. Enhancing Principal Leadership
  4. Extended SCEP Support
  5. Extending Digital Learning
  6. Instructional Coaching Consortium
  7. Introduction to Restorative Schools
  8. Supporting New Principals – CSI
  9. Supporting New Principals – TSI

Title I School Improvement Grant 1003 ENHANCED funds will be provided to support these programs. These funds will be in addition to the Title I School Improvement Grant 1003 BASIC funds, Title I School Improvement Grant 1003 Targeted Year 3 Support funds, or Title I School Improvement Grant 1003 High School Redesign funds that districts are currently using to advance their improvement initiatives.

Eligibility

Target Districts that identified their intent to participate in one of the nine models when completing the Comprehensive Support and Improvement Support Option - Notice of Intent or the Targeted Support and Improvement Supporting New Principals – Notice of Intent are eligible to submit applications for this grant opportunity. Funding

NYSED will provide funding to support allowable activities associated with each Enhanced Support Option as outlined below. 

  • Districts will receive up to $25,000 in 1003 SIG ENHANCED funds per participating school.
      • Extended SCEP Support
      • Supporting New Principals – TSI
  • Districts will receive up to $50,000 in 1003 SIG ENHANCED funds per participating school.
      • Enhancing Principal Leadership
      • Extending Digital Learning
      • Instructional Coaching Consortium
      • Introduction to Restorative Schools
      • Supporting New Principals – CSI
  • Districts will receive up to $60,000 in 1003 SIG ENHANCED funds per participating school.
      • Advancing Equity
      • Developing Restorative Practitioners

Project Period

September 1, 2021 to August 31, 2022. Please note that there is no carryover for these funds.  All activities must be encumbered during the project period.

Application Deadline

Completed applications are due by November 30, 2021 and will be reviewed on a rolling basis. Local Educational Agencies (LEAs) are encouraged to submit completed applications as soon as possible to expedite the review and approval process.

Submission Instructions

LEAs must complete all sections of the application in the portal and are required to answer questions marked with a red asterisk. If a required question has not been completed, the NYSED Business Portal will highlight it in red and the section of the application will be flagged. The applicant will be unable to submit the application to NYSED for final review if a required question remains unresolved or applicable Activity Charts have not been uploaded.

The online application may only be submitted/certified by the chief school officer of the applicant LEA. The designated superintendent of an LEA is the only administrator with the submit/certify rights necessary to successfully submit and certify a completed application for NYSED review.

FS-10 Budget Forms should be completed in a manner that clearly aligns proposed expenses to school-level improvement activities identified in uploaded Activity Charts. For example, budget entries should be organized by support option and participating school. LEAs are REQUIRED to send a signed original and two hard copies of the FS-10 Budget Form to:

LEAs are NOT REQUIRED to send hard copies of general application materials to the Department.

Completed applications are due by November 30, 2021 and will be reviewed on a rolling basis. LEAs should review all SIG Enhanced guidance documents and consult with program participants regarding potential expenses. LEAs are encouraged to submit completed applications as soon as possible to expedite the review and approval process of SIG funding.
