Submitting Data Using the NYSED Application Business Portal
  1. Navigate to the NYSED Application Business Portal home page (
  2. Click on the "Log In" button located in the top right corner.
  3. Enter your Business Portal user name and password and click "OK" to access your applications.
  4. In the "My Applications" window, click the link to the "IRS Data Exchange Application (IDEX). "
  5. The IDEX application will open.  Your School or District's data collection forms will be listed in the 'Data Collection" tab under the search boxes.
  6. Find the "School Safety and the Educational Climate (SSEC)" form for the current year and click on it to open your form.
  7. If you are from a School District, by default only the District form will appear in your "Data Collection List".  To see the forms for the schools in your district:
    • Type "SSEC" into the "Search by Form" box.   A drop down menu will display a list of forms by school year, e.g., "School Safety and the Educational Climate 2019-20 (SSEC)".
    • Select the SSEC form for the current year from the drop down menu.  Once you have selected the form, all the forms for schools in your district will populate in the Data Collections tab. 
    • Click on any school name listed in the Data Collections table to see the school's SSEC form.
    • To go back to the District form, find the black bar at the top of your screen. Click on the "Data Exchange" button located on the left-hand side of the bar (next to an icon of a house).   The "Data Exchange" button will refresh the Data Collections list so that only the District form displays.  The District and School forms cannot be displayed together.  
  8. After completing each page of the report, click the "Save" button to proceed to the next data entry page 
  9. When all pages of the form are complete and saved with no errors, the Superintendent must check the Attestation box and click the "Submit" button to complete the submission process.
    • You may edit your submission at any time during the submission period simply by accessing the form and clicking on the "Make Changes" button. If you do so, do not forget to click the "Save" and "Submit" buttons when your updates are complete.
    • Once the submission period is closed, no further updates of this data will be possible.

Trouble Logging In?

Remember that passwords are case-sensitive. User names are not.

If necessary, reset your password by using the "Reset Your Pasword" option at the top right of the screen at You will need both your username and email to complete the password reset.

The user names and passwords are managed by the SED Delegated Account System (SEDDAS).

  • District/BOCES Superintendents and Charter School CEOs with SEDREF accounts should review the following SEDDAS User Guide for help with problems related to their accounts, IDs and/or passwords:
  • All other staff should contact their Superintendent or School CEO for assistance with user name and password issues.
