Changing A School District's Transportation Policy
In all school districts, except Buffalo, Rochester, Syracuse, Yonkers and New York City, the distances used for determining eligibility can only be changed by a separate proposition, passed by a majority of the voters of the district. In the above five cities, the board of education itself has the authority to change the distances.
