Description

The New York State Education Department (NYSED) P-12: Office of Special Education is seeking to establish a contract for evaluation services as part of the State Personnel Development Grant (SPDG), Response to Intervention Personnel Development Project. Under the terms of this five-year federal grant, NYSED is required to contract with an outside Project Evaluator to provide periodic formative and annual summative evaluations during the course of the project to assist NYSED in assuring that the project is meeting its goals and objectives. Additionally, the Evaluator will provide data for required project reporting, including the annual and final SPDG Performance Report to the United States Department of Education Office of Special Education Programs (OSEP) and will assist the NYSED in the development and writing of these reports.

Eligible Bidders

Eligible Bidders include Boards of Cooperative Educational Services (BOCES), institutions of higher education (IHE), and not-for-profit and for-profit organizations.  

Subcontracting

Limited to thirty percent (30%) of the annual contract budget.  Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel.  Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below. 

Terms of Contract

NYSED will award one (1) contract pursuant to this RFP.  The contract(s) resulting from this RFP will be for a term beginning June 1, 2015 and ending December 31, 2018.
