Description

The New York State Education Department (NYSED) P-12: Office of Special Education is seeking proposals for the Transition Services Professional Development Support Center (PDSC). The purpose of the PDSC is to support the work of Transition Specialists funded by NYSED P-12: Office of Special Education in its Regional Special Education Technical Assistance Support Centers (RSE-TASC) to promote the development and implementation of effective transition programs and services for students with disabilities. The PDSC will provide professional development and technical assistance to the Transition Specialists in the 10 RSE-TASCs, as well as manage the website www.transitionsource.org. Eligible Bidders

Eligible bidders must be located in New York State, or have a satellite located in New York State.

Eligible bidders include: Boards of Cooperative Educational Services (BOCES); public or private Institutions of Higher Education (IHEs); not-for-profit organizations and for-profit organizations.

Subcontracting

Subcontracting will be limited to thirty percent (30%) of the annual contract budget.  Subcontracting is defined as non-employee direct personal services and related incidental expenses, including travel.  Bidders are required to comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals for this RFP through one of three methods. Compliance methods are discussed in detail in the Minority/Women-Owned Business Enterprise (M/WBE) Participation Goals section below.  

Terms of Contract

NYSED will award one (1) contract pursuant to this RFP.  The contract resulting from this RFP will be for a term anticipated to begin July 1, 2015 and to end June 30, 2020.
