Online Instructions to Receive 3, 5, 6, and 7 ELA/Math and CAP Payment for School Year 2006-07

Go to http://portal.nysed.gov to log onto the Mandated Services Aid online application system.

Enter your user name and password. If you have a problem with either, please contact SEDDAS Help at 518: 473-8832.

Check that the payee information is correct. If not correct, you must complete and submit a Payee Information Form before proceeding.

If payee information is correct, click on the [All the Information is Correct] button.

Click on the [School Year 2006-07] button to create an amended claim for the 2006-07 school year. If this button is not available, your 2007-08 claim has not been closed. You will have to wait until it is closed to amend the 2006-07 claim.

Click on the [Edit] button.

The system brings you to the BEDS enrollment screen.

Click on the Mandate 2 button.

Enter lines 1-4. Note: Originally Mandate 2, EIA, only includes grades 4 and 8. The mandate has now been expanded to include grades 3, 5, 6 and 7. Data will be there from the grades 4 and 8 claim submission. You will be amending your claim so you need to retain the 4 and 8 data and add in the missing grades. When you get done, the claim should reflect grades 3-8 and all of the related expenses. Example: If you claimed 5 teachers for grades 4 and 8 and you have 5 additional teachers for grades 3-7, you will enter salary and fringe benefits information for ten teachers.

Scroll down to see the testing data for grades 3, 5, 6 and 7.

The system displays the number of tests that was reported to the Department—the top number. The data entry field is also populated—the bottom number. Unless your records differ, you do not need to enter any data. If you wish to change the number of tests, enter the different number in the data entry box.*

If you did not already claim workshop expenditures and/or scoring center costs for grades 3, 5, 6, and 7, scroll down and enter the information. Note: If your total workshop expenditures and/or scoring center costs differ from the amounts previously claimed for grades 4 and 8, please edit the information so that the new amounts reflect grades 3-8.

Click on the [Save] button.

The system brings you to the MSA-1 screen.

If claiming CAP, you must click on the box next to the words Comprehensive Attendance Policy (CAP). By clicking on the box you are certifying that the school has adopted and implemented a comprehensive attendance policy pursuant to Section 104.1(i) of the Regulations of the Commissioner of Education.

Read the certification statement and Click on the [I Agree] button.

Click on the [Submit Claim] button.

*If the test data exceeds the pre-determined tolerance edit, you will notice a caution sign next to the mandate and a red warning message at the top of the screen. You can still submit the claim, however, it will be set to a “hold” status or a “post review” status. A hold status will prevent the claim from being paid. You will be contacted by a program reviewer in the Office of Grants Management and you will be requested to submit supporting documentation.
