Project Purpose

For the 2023-24 school year, the New York State Education Department (NYSED or “the Department”) is providing Target Districts with schools identified for Comprehensive Support and Improvement (CSI) the opportunity to receive funding to support the employment of an instructional coach to enhance instructional support and capacity within the school.

Eligibility

Target Districts with at least one non-Receivership school in the CSI support model are eligible to submit an application for the 2023-24 SIG Coaching for Excellence (CFE) funds for each school interested in participating in the program.

The CFE program will provide funding and training to support a new instructional coach. In addition, the Department will provide a CFE Bridge Funding to support the continued employment of 2022-23 CFE coaches who are maintained as instructional coaches at their school.

CFE Eligibility for New Coaches

Schools who are not in the Receivership program and are identified for CSI may participate if they have at least ten teachers committed to participate in peer coaching and meet one of the following criteria:

  • Criteria A: The school did not have a school-based instructional coach during the 2022-23 school year; OR
  • Criteria B: The school had school-based instructional coaching during the 2022-23 school year and that coach(es) will not be serving as an instructional coach at the school during the 2023-24 school year.

And provided the coach(es) fulfill the criteria outlined below:

  • the individual identified has not served as an instructional coach or as an administrator during the 2021-22 or 2022-23 school years;
  • the individual identified is tenured; and
  • the individual identified has at least three years of teaching experience within the school identified for Comprehensive Support and Improvement; OR at least one year experience within the school identified for Comprehensive Support and Improvement AND five years’ experience total.

Districts must ensure that any interested eligible school is familiar with the Coaching for Excellence Program Theory of Action (Appendix A) and Coaching for Excellence Program Participation Expectations prior to completing an application.

CFE Eligibility for Bridge Funding Coaches

Schools in the CSI, ATSI, and TSI support models that had an instructional coach complete the 2022-23 CFE program are eligible for CFE Bridge Funding if they continue to employ the CFE-trained coach as an instructional coach.

Funding

CFE New Coaches

The Department will provide all participating new instructional coaches with year-round support and professional development on their new role as an instructional coach; in addition to providing Districts with up to $100,000 in funding to support the salary and benefits for the employment of up to 1.0 Full-Time Equivalent (FTE) instructional coach or, in secondary schools only, two 0.5 FTE instructional coaches:

  • For schools that are eligible through Criteria A, the Department will provide the District up to $100,000 in funding to support the salary and benefits for the employment of up to 1.0 Full-Time Equivalent (FTE) instructional coach or, in secondary schools only, two 0.5 FTE instructional coaches,
  • For schools that are eligible through Criteria B, the Department will provide the District up to $50,000 in funding to support the salary and benefits for the employment of up to 1.0 Full-Time Equivalent (FTE) instructional coach or, in secondary schools only, two 0.5 FTE instructional coaches,

The funding available may only support the costs associated with the new coach’s salary and benefits. Although an individual district’s salary and benefits for the instructional coaching position may be less than $100,000, the Coaching for Excellence Grant cannot be applied to other school activities. However, reasonable and necessary resources to support the success of the new instructional coach may be covered through the SIG Basic grant.

The grant will cover the costs of a new instructional coach for the 2023-24 school year only.

CFE Bridge Funding

The Department will provide Districts with funding to support the continued employment of 2022-23 CFE coaches as instructional coaches for the 2023-24 school year.

  • For schools that are in the CSI, ATSI, or TSI model that continue to employ the 2022-23 CFE participant as an instructional coach during the 2023-24 school year, the Department will provide up to $50,000 in funding to support the salary and benefits for the employment of the 1.0 Full-Time Equivalent (FTE) instructional coach or, in secondary schools only, two 0.5 FTE instructional coaches.
  • For secondary schools that are in the CSI, ATSI, or TSI model that continue to employ a 2022-23 CFE participant as an instructional coach for 0.5 FTE during the 2023-24 school year, the Department will provide up to $25,000 to support the salary and benefits for the employment of that individual.

Project Period

September 1, 2023 to August 31, 2024

Application Deadline

Completed applications are due by July 15, 2023 and will be reviewed on a rolling basis. LEAs are encouraged to submit completed applications as soon as possible to expedite the review and approval process.

Submission Instructions

To receive SIG COACHING FOR EXCELLENCE funding, eligible Districts must submit:

  1. One signed original of the Cover Page;
  2. One signed original of the District’s FS-10 budget form.

LEAs are required to send the signed original and two hard copies to the address below, along with one electronic copy of each of the items listed above to fieldsupport@nysed.gov.
