Purpose of Title I School Improvement Funds

Section 1003 of the Elementary and Secondary Education Act (ESEA) requires that State Education Agencies allocate funds to Local Education Agencies (LEAs) for Target Districts and schools identified for Comprehensive Support and Improvement (CSI), Additional Targeted Support and Improvement (ATSI), and Targeted Support and Improvement (TSI) to support the development and implementation of their individual district and school continuous improvement plans and thereby improve student performance. The 2023-24 SIG Basic funds are provided to support 2023-24 District Comprehensive Improvement Plan (DCIP) and School Comprehensive Educational Plan (SCEP) implementation and monitoring and 2024-25 planning of district and school improvement activities as required in the ESEA.

Eligible Applicants

The following districts/schools are eligible for 2023-24 Section 1003 Basic School Improvement funding:

  • Title I Target Districts
  • Schools identified for Comprehensive Support and Improvement
  • Schools identified for Additional Targeted Support and Improvement
  • Schools identified for Targeted Support and Improvement

The following districts/schools are not eligible for 2023-24 Section 1003 Basic School Improvement funding:

  • Districts that only have schools identified for Local Support and Improvement
  • Schools identified for Local Support and Improvement
  • Charter schools.

The individual support model for districts and schools can be found online on the State Education Department’s public data website.

Funding

Eligible districts and schools will receive the following allocations for this grant:

2023-24 District-Level Implementation and 2024-25 District-Level Planning
Target Districts identified in 2022-23 will receive allocations to implement and monitor their 2023-24 DCIP, develop their 2024-25 DCIP, and strengthen systems and structures for continuous improvement across multiple schools. The funding for district-level improvement initiatives will be based on the number of schools identified for the CSI, ATSI, and TSI support models within the district.

  • $50,000 per district with one or two schools identified for the CSI, ATSI, and TSI support models;
  • $100,000 per district with three to five schools identified for the CSI, ATSI, and TSI support models;
  • $150,000 per district with six to ten identified schools identified for the CSI, ATSI, and TSI support models;
  • $200,000 per district with 11 to 15 schools identified for the CSI, ATSI, and TSI support models;
  • $250,000 per district with 16 to 20 schools identified for the CSI, ATSI, and TSI support models;
  • $300,000 per district with 21 to 30 schools identified for the CSI, ATSI, and TSI support models;
  • $350,000 per district with 31 or more schools identified for the CSI, ATSI, and TSI support models;

2023-24 School-Level Implementation and 2024-25 School-Level Planning
Target Districts identified in 2022-23 will receive allocations to support the implementation of 2023-24 school improvement plans and the development of 2024-25 school improvement plans in schools in the CSI, ATSI, and TSI models:

  • $200,000 per school identified for the CSI model
  • $75,000 per school identified for the ATSI model
  • $50,000 per school identified for the TSI model

Submission Instructions

  • LEAs must complete all sections of the online application and are required to answer questions marked with a red asterisk. This includes uploading the relevant activity charts in the portal. If a required question has not been completed, the business portal will highlight it in red and the section of the application will be flagged. The applicant will be unable to submit the application to NYSED for final review if a required question remains unresolved (unanswered).
  • FS-10 Budget forms should be completed in a manner that clearly identifies the allocation source for each entry (e.g., District, name of CSI school, name of TSI school).
  • The online application may only be submitted/certified by the chief school officer of the applicant LEA. The designated superintendent of an LEA is the only administrator with the submit/certify rights necessary to successfully submit and certify a completed application for NYSED review.
  • LEAs are required to send a blue ink signed original and two hard copies of the FS- 10 Budget form to:

  • LEAs are not required to send hard copies of general application materials to the Department.

Project Funding Dates

September 1, 2023 to August 31, 2024.

Completed applications are due by August 31, 2023 and will be reviewed on a rolling basis. LEAs are encouraged to submit completed applications as soon as possible to expedite the review and approval process for SIG Basic funding.

There is no carryover for these funds. All costs must be encumbered during the project period.

Budget Amendment Deadline

All budget amendments should be discussed with the program office prior to the submission of an FS-10A. To ensure sufficient review and processing time, amendments to add new activities must be postmarked and submitted no later than August 1, 2024.
