            Important information for Federal Grant Administration

Big changes go into place at the end of this year for all federal grantees! This will be effective for Federal Funds received after 12/26/14 which will be in play for the July 1, 2015 to June 30, 2016 funding cycle. With OMB's release of the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Grants (the "Supercircular" or "Omnicircular"), there are significant modifications to the rules that govern how you administer and manage your federal grants.

What is covered?

  • A102 – Administrative Rules both State/Local – Part 80 – EDGAR
  • A110 – Administrative Rules Postsecondary – part 74 – EDGAR
  • A87 – Cost Rules – State/Local
  • A21 – Cost Rules – Postsecondary
  • A133 – Audit Rules  

Grantees and sub-grantees need to understand the ins and outs of the new grants administration, cost principles, and audit requirements as required by the revised Guide so that you can prepare your agency.

Some of the big areas of change include:

  • Financial Management controls
  • Audits and audit resolutions
  • Time and effort reporting
  • Sole source procurement restrictions
  • Mandatory disclosures
  • Indirect cost rates
  • Standards for documenting personnel expenses
  • Conflict of interest
  • Methods for collection, transmission and storage of information
  • Required to have written procedures
  • Performance vs. Compliance

The NYSED will be working collaboratively with all districts concentrating on performance as well as compliance in an effort to meet these new requirements.

Uniform Guidance: Technical Assistance for ED Grantees  EXTERNAL LINK  The site is dedicated to assisting grantees with the implementation of the Uniform Guidance, including through ED-specific training and resources as well as training material produced by OMB.
